[terra-status-view] Deprecate terra-staus-view

Description

terra-application provides the status overlay. The terra-application component is recommended over usage of this component.

Update the terra-status-view package to indicate that it is deprecated.
Update terra-status-view documentation to indicate that it will be deprecated in the future using the deprecation notice.
Create a deprecation guide to direct people on how to migrate to terra-applications status overlay. Guide must discuss recommendations on status views usage within frameworks not covered by pages or workspace.
