Add liberrpa recipe

This PR adds a Windows-only Python library called liberrpa. I’ve tested it locally with conda-build, and the recipe builds correctly.

When I ran python build-locally.py win64, I encountered a shyaml error on my system. I believe this is due to a local Windows environment issue and not a problem with the recipe itself.
