Update docker images to use the updated/maintained nvidia cuda base images #909

Current image uses an old nvidia base image that is no longer updated and on an old cuda version. It will be kept as maniskill/base and new tags will be added similar to the naming scheme used here with docs on how to modify the docker image for your own needs as needed https://hub.docker.com/r/nvidia/cuda
