this pr add a new marco "USE_UARTX_PIN_SWAP" to the target defines to enable at32's usart pin swap feature ,
fix neutornrcf435mini v1.2 fc board can't use it's on board elrs reciver . neutronrcf435mini target use uart3 pin swap feature to avoid DFU hijack .
test on neutrnrcf435mini v1.2 board but may be it's not so elegant ， source code review is needed .
