Предыдущая попытка автоматизировать релиз не взлетела. Нашел вот такую классную вещь на замену

Она может автоматом создавать changelog, указывает в release notes контрибьюторов, вешает тег, создает релиз и умеет ещё много чего.
Сейчас выставлены такие настройки что каждый мерж в мастер будет создавать новый релиз.
