This PR removes all TES code from the CromwellOnAzure repo. It has been moved to:
https://github.com/microsoft/ga4gh-tes
This repo has been added as a submodule, and the
TES.csprojfile has been added as a project reference to the TriggerService.This work supports the effort to be able to independently deploy TES irrespective of Cromwell on Azure.
