Galil DMC-41x3 Motor Controller (Stepper motors) Driver

Galil DMC-41x3 motor controller can be used with Janis probe for moving the measurement arm. Currently, the movement of this arm happens manually. Aim for this driver is to automate this process as much as possible.

Changes proposed in this pull request:

• Adds driver for stepper motors

To Do:

• Add Galil Instrument Base Class
• Driver for the DMC-4133 model to control movement in 3 axis - A, B and C
• Test on instrument
