The contributing page in the auspice docs was a symlink to "CONTRIBUTING.md" which was moved to "DEV_DOCS.md" in PR #978

Thanks @sidneymbell 👍 Note that the CONTRIBUTING.md was part of the built docs (https://nextstrain.github.io/auspice/contributing/overview) via a symlink. I've updated this as well as other minor changes & will rebuild the docs later today after a few more PRs. |

contributing.mdwas moved todev_docs.md. This will pull in the default (extensive) contributor guide shared by all nextstrain projects.
