Added ability to set in VkVideoEncodeUsageInfoKHR:

VkVideoEncodeUsageFlagsKHR;
VkVideoEncodeContentFlagBitsKHR.
in addition to VkVideoEncodeTuningModeKHR.

I would recommend you to open the PR on https://github.com/KhronosGroup/Vulkan-Video-Samples which owns github actions and might be more reactive.

Otherwise LGTM.
