Can't add new labels to an PR with GitHub App installation access token

I use Github App installation access token to add new labels to an PR, use this rest api endpoint: https://docs.github.com/en/rest/issues/labels?apiVersion=2022-11-28#add-labels-to-an-issue

It was working fine before. But can't work recently.

1. Add existing label to an PR with installation access token, PASS
2. Add new label(s) to an PR with installation access token, FAIL

I check the permission of installation access token, for the "Issues" and "Pull requests" both with write permission.

The api response status is 200, but the results don't contain the new labels data and the new labels doesn't be created.

Could you help to check is that a bug?

i am encountering the same issue - when I try to add a new label with a github app, the label does not appear (but no failure message)

An existing label does appear.

I can confirm that in the past I was able to add new labels with a github app

yup, verified, this bug should be fixed, although we don't know the reason 😂
