Yeah...another big bug that snuck through in the last release. We can't hard require the new format label, it breaks compatibility with old format layered images.

This fixes a critical bug in 2022.7 which broke pulling layered container images from base images generated by earlier rpm-ostree versions - ostreedev/ostree-rs-ext#280 Plus various other improvements.
