Unconditionally set CARGO_HOME and RUSTUP_HOME when force installing #91

When a user elects to force install a Rust toolchain (instead of using pre-existing one), we should always set the CARGO_HOME and RUSTUP_HOME to ensure we don't install things outside of the gem build dir.
