I took a try after #16013, Would you mind having a look at this ? I don't have the right to create branches on the repository as @alexeagle does so feel free to do what's necessary to try it. |

This is an attempt to provide as much as possible bzlmod for protobuf.
The targets defined in presubmit have been locally tested.
