Add --just argument to load recipes from justfile

This MR add --just argument to use just to load recipes from justfile and execute them.

I specifically ask just to load justfile in current working directory to avoid loading justfile in parent folders. I think it's align with the behavior of --npm argument to load package.json in current working directory.

While it's possible to specify justfile using another argument, I think that argument can be added later if someone request it.
