I run bitsect and narrowed the scope, seems it's introduced here:

rust-lang-ci@f7e3a77#diff-0f333b55aca600b036a38495f514656022cea3e3e0d41a3d4b3ce484c7279d34L163-R169

type_collecting was before coherence_checking, the above PR merged it into check_well_formed.

That's not necessary. The presence of an error type already signifies that someone delayed a bug
