Description of the issue/feature this PR addresses

This PR fixes the Permitted Error % calculation for Reference Samples.

Current behavior before PR

Min/Max values are always set to the expected Result, even if the permitted Error % was set.

Desired behavior after PR is merged

Min/Max values are calculated from the permitted Error %

Water Reference — SENAITE 2019-10-09 21-50-32

I confirm I have tested this PR thoroughly and coded it according to PEP8
and Plone's Python styleguide standards.
