This PR implements starkware-libs/starknet-specs#233 so that we don't expose compute resources for inner calls only L1 and L2 gas.

Since state diffs are squashed across the entire transaction, the l1_data_gas costs of an internal call are ill-defined. This PR removes them and also fixes the reference to the no-longer-existent COMPUTATION_RESOURCES object.
