This reverts commit e7e31e5.

We were using conda to get access to python 3.7 before rtd supported
it in their regular builds, but this led to problems pinning a
specific version of sphinx. See
readthedocs/readthedocs.org#6870

This PR is also a test case for the new readthedocs PR build integrations. It worked! https://tornado--2857.org.readthedocs.build/en/2857/
