Currently Lint pr will fail as none of our files follow the format biome expects, we will ignore that for the next few pr until all file are formatted using biome at a later time. |

Introduces biomejs ran via lefthook on commit. includes pr linting workflow as well.
commit lint was also added to the setup for a full linting & formatting setup
