Schedule tasks are not invoking synapse handler's handleRequestInFlow method #5226

Description:
When a sequence is invoked by a scheduled task, synapse handlers are not getting invoked.
This is working when calling proxy services.

Steps to reproduce:
Add a custom synapse handler.
Create a sequence and call it from a scheduled task.

Add functionality to call handlers when invoking sequences from tasks.
Add a system property to enable/disable the functionality.
