Bug Description:

I don't have clear steps to reproduce, but often hover pop-ups are covered over by other UI elements. Usually by the structural context headers that stick to the top of the editor but I've even seen the hover popups for items in the status bar covered over by notifications.

Steps to Reproduce:

  1. Open a typescript file and scroll down to some place that is a deeply nested structure showing a few sticky structural context bars at the top.
  2. Open some hover element like a JS doc.
  3. See the hover element obscured by other UI as shown below.
  4. Sometimes the only remedy is to scroll that cursor position far enough down the page that there is nothing that can obscure the popup.
