eth/gasprice: fix eth_feeHistory blobGasRatio (#31246)

This change divides BlobGasUsed by MaxBlobGasPerBlock instead of
MaxBlobsPerBlock. Dividing by MaxBlobsPerBlock
meant the blobGasUsedRatio was an incorrect large number. This bug was
introduced by a typo
