Updates metalava to latest version to fix Kotlin warnings.

As we haven't kept up with metalava upgrades this PR was slightly noisier than it should be. I referenced Horologist for the new setup. google/horologist#979
Also upgrades Compose compiler and kotlin to latest stable.
